OUR EXPERTISE

The Aviation Safety Directorate of SENASA is the branch in charge of providing support to the aeronautical authorities. Main tasks comprise the execution of inspections, audits, certifications, standardization, technical studies, environmental impact assessments and technical assistance in general.

 

OUR CAPABILITIES

SAFA PROGRAM

The EU SAFA (Safety Assessment of Foreign Aircraft) program is a mandatory safety program within the European Union (EU). All member states of the EU and a number of signatory non EU states are performing SAFA inspections on foreign state operators.

Since 2005 SENASA performs Ramp Inspections for Spanish CAA (AESA), cooperating in the management of the SAFA program.

At the moment SENASA has carried out more than 6800 SAFA/4300 SANA (Safety Assessment of National Aircraft) Ramp Inspections.

Based upon its technical expertise SENASA provides support to AESA with the implementation of the SAFA program advising on:

  • Follow up actions
  • Development and strategy of the SAFA program
  • Support on the fulfillment with ICAO/EASA standards
  • Coordination/collaboration between AESA and airlines
  • Development of manuals, procedures, technical reports and protocols
  • Development of a computer database with list of actions carried out following the inspections

SAFA TRAINING ORGANIZATION

SENASA is a SAFA Training Organization approved by AESA and therefore complies with the requirements in accordance with the European Directive 2008/49/EC in conjunction with the Annex of the ED 2008/001/S.

SENASA, as SAFA Training Organization, provides courses in the field of aviation safety. In order to be able to perform SAFA inspections the inspector must have followed initial SAFA training.

After completion of the course, the attendees may be eligible as SAFA inspector by an EU National Authority.

CONTENTS

The content of this course complies the European regulation in this field, as well as international organizations and regional organisms guidelines; and comprises five modules:

  • Module INTRO (General overview/legal)
  • Module A (Flight deck inspection items)
  • Module B (Cabin Safety inspection items)
  • Module C (Aircraft condition inspection items)
  • Module D (Cargo inspection items)

The scope of practical training is to instruct on inspection techniques and specific areas of attention.

VALUE ADDED PROPOSAL

  • Advice for States implementing a SAFA Inspection program
  • Consultation for States on improvement measures regarding their SAFA inspections
  • Advice on establishing communication among States of Inspection and other SAFA stakeholders
  • Inspection of an Operator’s fleet to verify ICAO compliance, as stated by the SAFA program
  • Assistance for an Operator implementing corrective action plans and findings follow-up

AIRWORTHINESS CONSULTANCY. OUR CAPABILITIES

Technical assistance for the airworthiness and environmental certification of products, parts and appliances leading to:

  • Issue of type-certificates, restricted type-certificates, supplemental type-certificates and modifications to those certificates
  • Issue of certificates of airworthiness, restricted certificates of airworthiness, permits to fly and authorized release certificates
  • Issue of repair design approvals
  • Showing of compliance with environmental protection requirements
  • Certification of certain parts and appliances
  • Identification of products, parts and appliances
  • Issue of airworthiness directives
